Lyca eSIM not responding to calls

A family member has a dual SIM iphone one of which is a Lycamobile eSIM.
It's been working fine until today where it has stopped ringing to calls.
From my end the connection goes straight to voicemail. At their end the
phone does nothing until I ring off whereupon it sends a missed call
notification.
The eSIM works fine for outward calls.
The other, physical SIM works as normal.
Is this a phone issue or mobile provider issue?
