Does anybody know if Spatial Audio is available on YouTube videos, whether
through Safari, on iOS 15, etc.? Is there anywhere that Apple clarifies where
Spatial Audio is possible on the web?

Which Spatial audio?

If you are talking about Dolby Atmos, you should hear it, since it only
the sound processing on production of that audio or video, in the end it
is just a stereo sound or 2 channels with trick on its sleeve.

So in theory as long as that it can play stereo regardless its browser or
apps , there will be no problems to play Dolby Atmos.

Example Dolby Atmos demo from Dolby YouTube channel

That, if we talk about the Dolby Atmos as spatial audio.
There is a lot of spatial audio technologies. For example on youtube,
they are also support for spatial audio in 360-degree and VR videos.

For example spatial audio for oculus.

If you are not using the Oculus or other VR headset, but you are on
computer web browser, you can move the video with click and the sound
will follow your point of view. It also works with Safari on macOS.

If you are on iphone, the safari browser cannot play it. You have to
play it on youtube app, and move around your phone to change the point
of view.

Try it with headphone on, if you never try it before.

If you cannot hear the different with your bluetooth headphones, try
using wired headphones, you should hear the sound is "moving" while you
pan the video.

For other spatial audio, it highly depends on the apps itself instead
of the browser that device has.

But some of it also depends on hardware, for example with apple pro or
max it has capability for head tracking, because it have accelerometer
built in.
When apple announced that apple music will have spatial audio, I though
if you using airpod pro or max, the sound will follow your head movement.

Turn out after borrow my friend airpod max, I was not notice any
difference even with other non Bluetooth headphones.

Well in airpod pro and max spec, it never mentions that it have support
for spatial audio head tracking for Apple music though, so maybe I was
just over expectations on airpods max or pro.

Maybe in future they will add it on apple music, I think it will fun to
move your head if you want to listen more on a specific instrument while
listen to supported spatial audio song.

For youtube, I think it also doesn't support the head tracking that
airpod pro or max has.

As far as I know no, but you can try it by yourself, as I was mentioned
above, for safari on iPhone cannot play the 360 video from youtube, but
safari on macOS can play it no problems.
