MMS is basically an SMS that contains a pointer to a file that has your
rich content (image, video etc).
The SMS itself does not require data, as it use the SS7 signaling path.
However, the transmission of images/videos uses the data path. A
carrier may have special accounting tricks to charge differently for it.
The SS7 channels do not have the capacity to carry large files. This is
the channel that is used when yo dial a phone number and press "send" or
and and incoming call arrives, and you press "answer" and SS7 channel
used to determine where the conversation will take place (which
frequency/channel (and in the case of 2G, which time slot on a channel
will be used for that voice call).
