Unrelated to the iPhone 11, I had a similar problem last week in Italy
with Vodafone. The phone would switch to 3G but in reality data didn't
work at all when it displayed 3G. Airplane mode cycling didn't solve it.
A power cycle corrected the problem.
I had both an iPhone and a Samsung phone with me. The iPhone had a
T-Mobile SIM card that T-Mobile provided to my office as an incentive
for us to give T-Mobile a try. But it only included throttled data so it
was not very useful. The Samsung had a Vodafone UK SIM card which worked
well.
As an aside, if you're going to Europe and want to have a SIM card and
plan set up before you go, Vodafone UK has a pretty good deal. It's £1
per day for 500MB of data, unlimited SMS and voice, in the EU and EEA.
No charge on days you don't use it. It doesn't expire as long as you
make a call or text every 180 days. It also works in the U.S. but it's
very expensive to use it in the U.S..
You can get a better deal with more data once you get to Europe €10 for
20GB of data for a month with unlimited SMS and voice. But I needed to
have navigation capability as soon as I arrived.
