When you press home or the on-off button on top, what happens ? Does the
slide to unlock "button" appear on screen but is unresponsive ?
Once it works, does the screen act in a responsible way or do you notice
sluggishness in applications ?
Have you tried a true shutdown ? (keep the on-off button pressed for
many second even after it asks you to confirm to shutdown).
Have you tried restoring the software from iTunes ?

that's not normal.
take it to an apple store and have them diagnose it (which will be
free).
