Control Centre won't come up

I know I noticed this some time ago (post IOS 12) nut tonight, it was
fully reproducible.

Press home or the power button to wake phone (making sure it doesn't unlock)

Slide up from the bottom SHOULD bring up the control centre.

But instead, the swipe action moves the screen up, and below the clock
appears "No Older Notifications".

Once unload and "inside", either at the home or within an app, the
swipe up from bottom does nothing.



Settings/Control centre has the "access within Apps" turned on/green.
(there is no on/off switch, and I don't see whether it should be
accessible from lock screen or not).


Powering off phone and powering it back up seemed to solve the problem.


is this a known buf or was I doing something wrong to get the phone in a
state where it didn't react to the "swipe up" with the contrpl centre ?

Only if the control center in the lock screen is activated.

I had forgotten where this was. But COntrol Centre was activated for me.
Also, Control Centre would not pop up at the unlocked mode for the
initial screen, at the Home screen or at an app screen.

Interesting that the reboot fixed it.
