laptop with me looked up the law and pointed that out....
hey you can fly a flag upside down as a sign of distress I put my
license plate upside down to express my distress at a few particular
state entities....

This is apparently true in Florida. As I read it, only temporary tags
must be displayed in an "upright position", and regular tags can be
displayed in any orientation.
316.605 Licensing of vehicles.--
(1) Every vehicle, at all times while driven, stopped, or parked upon

identification marks upon the plates clear and distinct and free from
defacement, mutilation, grease, and other obscuring matter, so that they
will be plainly visible and legible at all times 100 feet from the rear
or front. Nothing shall be placed upon the face of a Florida plate
except as permitted by law or by rule or regulation of a governmental
agency. No license plates other than those furnished by the state shall
be used. However, if the vehicle is not required to be licensed in this
state, the license plates on such vehicle issued by another state, by a
territory, possession, or district of the United States, or by a foreign
country, substantially complying with the provisions hereof, shall be
considered as complying with this chapter. A violation of this
subsection is a noncriminal traffic infraction, punishable as a
nonmoving violation as provided in chapter 318.
320.131 Temporary tags.--

(4) Temporary tags shall be conspicuously displayed in the rear license
plate bracket or attached to the inside of the rear window in an upright
position so as to be clearly visible from the rear of the vehicle. On
vehicles requiring front display of license plates, temporary tags shall
be displayed on the front of the vehicle in the location where the metal
license plate would normally be displayed.
This means vertically, rather than lying on the rear shelf. It doesn't
necessarily mean right side up. Nevada statutes say they must be
"legible," which is the same as the law you quote for Florida. I
think you'd have to see if the judge thinks upside down is legible.
But "the expiration year decal is affixed in the upper right hand
corner". Where were the decals??? You would have had to attach them in
the proper place when mounted on the car.

That part about "plainly visible and legible" will lead to conviction, in my
opinion. That's the part the original poster didn't read in his or her
state's law.
