If you needed medical attention, you would hire a doctor. The
legal system is just as complex, and it is easy to make an
expensive mistake if you don't know what you are doing. As a
result, a good attorney will normally save you more in time,
hassle, and mistakes than what they will cost.

Yes--the law is not retroactive, so it will start in some
point in the future after it is signed. At this point, I
don't think that it has passed both houses of Congress yet,
so you still have a bit of time.

No, she doesn't *need* to hire a lawyer. She can try to do it
herself. That being said, I strongly suggest getting an attorney, if
only to ensure that all papers are in proper form and submitted
timely.
Also, be aware that, at least in the Northern District, all filings
must be made electronically, in PDF form.

That, I couldn't tell you. Ask a bankruptcy lawyer. To find one,
call your county bar association.
