doctor won't refund

I over paid my doctor for an office visit and have a credit on the
books. How long can they keep this money? I have moved and switched
to another clinic.

How long ago did you ask for it? Have you asked in writing?

I strongly suspect the law is that they have to return it in a
reasonable time. Send them a letter, if you haven't already, and set
a specific but reasonable deadline, such as 10 business days. Then if
you don't get the money, file in small claims court.
