A City in Tennessee has introduced a Stormwater Fee, adding it to the Sewer Bill. The following statement (in bold capital letters) has been added to the front page of the monthly bills: THE STORMWATER FEE HAS BEEN MANDATED BY CONGRESS.
I doubt there is a US law directing the municipalities to charge all the property owners, connected to a city sewer, this new fee. Is there any legal responsibility for officially reasoning a de-facto local tax under color of Federal law?
