Can an underage driver 'note' from parents REALLY be legal to law

In California, an under-age driver needs a year on the license before
being able to drive with another under-age person in the vehicle.

I'm told there is an 'exception' for siblings who have a 'note' from
their parents, saying it's OK.

But all I see is this, for medical emergencies:
"The law allows the following exceptions when reasonable
transportation is not available and it is necessary for you to
drive. A signed note explaining the necessity to drive and the
date when this driving necessity will end must be kept in your
possession."

Yet, my kid insists that's what they learned in driver ed.

Can a note from parents possibly allow one to 'change' the CA
law temporarily so that an underage child can drive an underage
sibling to school (assuming there is no other available method)?

You should have kept reading. Three lines down it says:

* The necessity to drive an immediate family member. A physician's
note and a note signed by your parent(s) or legal guardian(s) is
required, stating the reason and probable end date of the necessity
to drive the immediate family member.

That still requires a physician's note. It does not require a
_medical_ reason, so I wonder what the physician's note has to say.
("Minor is healthy and physically capable of driving"?)

FTR, I don['t think Cal. law is being changed, even temporarily.
Cal. law provides for this situation. It's only being implemented.
I thought the physician's note was not to describe the minor driver,
but the other person who normally did the driving, whose sickness
caused the necessity for the minor to drive.

I don't think it's the driver who has the necessity to drive.
(as in "I must drive. I'm born to drive")

It's the underage sibling passenger with no license who has the
necessity to be driven. (Usually to school, I presume.)
