line of fast-growing trees with slow-growing

* Established a contingency fund to handle emergencies
in the division budget. Prior to this, emergencies
reduced funding for standing projects. Use of the
fund kept projects whole and facilitated preparation
for emergencies.
* Examined the division's staffing budget and
procedures for a task team. Constructed a blueprint
for future forestry operations.
* Identified areas to be targeted by Operation
Reclaim. Reviewed outages, consulted with
operations and construction, requested and
received budgetary funds, and supervised
right-of-way reclamation, greatly reducing outage
exposure to major circuits.
