In both PA and MA, all insurance companies electronically transmit insurance
vehicles to the Dept of Transp, notifying the DOT when vehicles (by VIN number)
pick up insurance, or are cancelled by insurance. Companies such as
Progressive, Reliant, Geico, and Leaders whose rates are partially based on the
question "do you have prior insurance, and at what limits" will check to see if
you have it. They will issue the policy based on what you say, then check the
records (they also do a credit check and motor vehicle record check).

I'd imagine it depends on what state you live in, but I'd also imagine most
other states work the same way. The occasional liar might get through due to
sloppy processing, but I think 97% get caught, then get an enormous bill, then
have to either cough up a lot more money or get cancelled.

I don't recommend it.

yes they will call to get the effective dates. Sorry. but your best bet is to
tell them that you never had a need/car but that only works if you have no
tickets ...
