Permanent residency status effective date?

Hello experts,

The permanent residency is effective from the date it is approved, right? or
from the time the GC is received?
If the USCIS online status on April 5th, for the I-485 application says
"Notice mailed welcoming the new permanent resident",
does it mean the GC has been approved.
Is the permanent residency effective from April 5th. The status also said
the GC will be mailed within 60 days.
Can the person start working immediately based on the notice received from
USCIS?

It is effective from the approval date. But, you still need an I-551 stamp or
the actual card. The approval notice will tell you more.
