h1b transfer problem, any suggestions is appreciated!

right now, a friend of mine has some questions about h1b transfer:

 

1. how long will it take at Vermont center?

2. can the h1 transfer petition be cancelled? how? how long?

3. after transfer be approved by INS, can he still work for the old employer? someone

    said after approval for transfer, the h1b holder can only work for the new employer

4. can he file two transfer petition at the same time? if he want to file a new transfer

    petition, should he wait for the confirmation of cancellation and then begin the new

    process?
