If a person has H-1B visa, can he or she earn extra money by doing
tiny home business for his/her own like:
1. Buy used cars, fix them and sell them.
2. Buy a small amount of products from wholesalers and sell them for a
profit.
3. Build a web site to sell stuff.
4. Receive payment from commercial sponsors for using ad space in
his/her web site.
If this is allowed, is there any limit on the size of the business, so
long as one is still employed legally with H1B employer?

A nonimmigrant (such as an H-1B worker) may not engage in any kind of
employment without express authorization. Self employment is employment.
So unless one can get an H-1B petition approved to do the work, the
answer is no.
An H=1B worker may however OWN a business - but must not work in it.
