How to contact National Visa Center?

Does anyone know how to get to a live operator at National Visa Center
[number (603) 334-0700] ?

I have tried every possible option in their voice mail system, but always
just get to some somewhat irrelevant message, or "this concludes the
messsage, good bye!". It sez in the beginning theat live assistance is
available 8am to 4:45pm.

I need to find out what is status of my requested upgrade from F2A to IR-1,
and if there is anything to expedite Packet III & tranferring the file to
consulate.

No live operators. Only by mail.

Where I live the NVC is a local call and other than a few minutes wait for an
operator I have never had a problem getting through. You can contact the NVC
by phone, FAX or mail. For information on the NVC and how to contact them see
their web page at "http://travel.state.gov/nvc.html".

I have been able to get through when I call, but I have not been able to
navigate the voice mail system to a live operator. Does anyone know what is
the right sequence of numbers to press?

If I recall correctly, the instructions/options are something like this:
Press 1 - "Green Card Lottery info" (does not apply to me)
Press 2 - Other business
Press 1 - Adoptions
Press 2 - Family based petitions
Press 1 - How to find out priority dates
(gives instructions on how to get priority dates from
DOS, then disconnects)
Press 2 - How to contact NVC (gives mailing address, then
disconnects)
Press 3 - Case status - when you enter case number, gives
case status, then disconnects

But how do I actually find a live operator?

Juha is right, you cannot get through any of the automated options and
go on to talk to a live person. It takes you in loops. The number we are
given to call on the I-140 is : (603) 330-0700.

Can you publish the number you use? maybe we can try that. The DOS
website doe not give us much except the mailing address...Mr. Enry may
just happen to be right on this one..

terms of getting all the way to a live person. [BTW, I used to work in
voice messaging industry, and should know something about this type of
systems...] Does anyone know what is the right key sequence?

Here's what I have been able to figure out as far as the "message tree":
Main Menu
Press 14 - Diversity Lottery info
Press 2 - Immigrant Visa Petitions
(1st level submenu under 2)
Press 1 - Adoption, following-to-join, questions about closed embassies
Press 2 - Family or employment petitions
(2nd level submenu under 2)
Press 1 - Dates processed currently if your application is not current
(takes to a message that gives a number to state department visa bulletin
updates), then sez "good bye" and hangs up
Press 2 - Mailing address (gives you the mailing address to NVC, then
hangs up)
Press 3 - Case status information
(3rd level submenu under 3)
Press 1 - If you know the INS receipt number
Press 2 - If you know the NVC Case number
(both 1 and 2 give you the info they have, and then say "Good bye"
and hang up)

BTW, the NVC fax number works fine. If you need to send them address update
or something like that the number is (603) 334-0759. They actually send me a
confirmation letter within a few weeks when I faxed them an address change.
