Immigration is part of the federal jurisdiction. No states of the union are
issuing immigration visa.

There are no visas for "civil partnership."

Why don't you stay in GB?

As Dizum said, nothing. Her relationship to you cannot help in any way
with her immigrating to the USA - in fact it could even hinder her being
able to enter the USA as a visitor. She'll need to find some way to
immigrate to the USA under her own steam; her options are described well

Actually, for non-immigrants, it would be possible:
http://travel.state.gov/visa/laws/telegrams/telegrams_1414.html
But the OP is a US citizen, so that doesn't apply in his case.

Sorry to bear more bad news, but note that if she was born in Britain
(Scotland/England/Wales) she is almost certainly not eligible to enter
the Green Card Lottery.

Dang, That is amazing. Thank you! She is now looking at Colleges and
Universities she can be accepted into. What a journey, its amazing how
difficult it is for non citizens to live in another country.

Have you considered immigrating to Egypt. They will provide you with
excellent permanent immigration status of DEATH at no charge and there are
no delays. They are quick to recogonize the sickness and provide all the
support they can for such disgusting people as yourself.
