The Skilled Worker application instructions state I must obtain from
past and present employers 1) a notarized employment contract and 2) a
letter of reference.

My current employer uses an on-line employment verification system:
http://theworknumber.com which provides:

# Employment Status (Active or Inactive)
# Job Title
# Most Recent Hire Date
# Date of Termination, if applicable
# Total time with company

(Optionally)
# Rate of Pay
# Gross Earnings for year-to-date (YTD) and past two (2) years

Does this service satisfy either or both of the requirements?

No, it doesn't. Reference letter in addition to what you have listed must
also provide info about duties you performed.

What abouth the notarized employment contract? Does the on-line
service meet that requirement?

No, it doesn't. If you don't have employment contract then explain why and
provide some evidence showing that it is your employer's policy not to sign
employment contracts.
