I've applied for PR from within Australia (I'm currently on a 457) and
I recently received the letter notifying me that a decision was about
to be made and that I would need to exit Australia to collect my visa.
I was under the impression that this requirement had been removed and
visas could be collected within Australia. Am I wrong on this?
Assuming I do need to exit I would obviously go to NZ. Do I need to
contact the embassy there and make an appointment once I've notified
immigration of my itinery? Does anybody have any tips on the best way
to go about this? The letter I received is somewhat vague on this
requirement.

The requirement to be outside Australia at the time of submitting an
application for most of the skilled visas was removed when processing
was centralised in Adelaide last November.
However, you still have to be outside Australia when the visa is granted
- and hence the contents of the letter you have received.
I suggest that you make plans to spend a few days in New Zealand,
contact DIMIA in Adelaide - email should be fine, advise them of your
plans, and then attend the Consulate in Auckland towards the end of your
visit to have the p/r visa fixed in your passport. You then return to
Australia as a permanent resident.

But there was no criterion for these visas saying where the applicant
should physically be at the time of lodgement. Unlike, for
comparison, the criteria for the Prospective Spouse (class UF) which
not only said that application should be made outside Australia, but
that the applicant should also be outside Australia.

Thanks Alan, that clears it up.
From your message it seems that you think it doesn't take long to sort
out. Do these things normally take a couple of hours, or should I
allow for a couple of days? It's just that the letter in question
mentions that I should allow 7 working days, but I'm can't necessarily
take that long there.

For reference the order of events is that your visa will be granted by
Adelaide once you have left Australia and details will then be passed to
Auckland for the evidencing of the visa.
This shouldn't take 7 days, but you will understand that DIMIA adopt a
worst case scenario to cover themselves. 'Fraid that I can't comment
beyond that ...
