Is it true that one gram of fat/protein has 9 calories?

Just a note here. The American Dietetic Society has said that recent
studies have upped this number to between 10 and 11 calories, and that
you should probably start counting a gram of fat as 10 calories, not 9.
My source: national network news (can't remember which network) a couple
weeks ago.

According to the Atwater factor, Carbohydrates have 4 kcal per gram,
Fats have 9 kcal per gram and protein has 4 kcal per gram (not 9 as you said)
