John,
We are just down the pike from Mpls/St. Paul and I have had contact
with both 911 agencies up there. I know for a fact that North
Ambulance does not carry handcuffs, and as far as I was aware,
Hennepin County Ambulance dosen't either. Could you tell me what the
uniform looked like so I can figure out if it was North or Hennepin?
I will try and find out what the story is. MN statutes say that only
Law Enforcement can use handcuffs or other "hard restraints". EMS can
only use soft restraints (we can use leathers if they are necessary,
but you better be ready to give a good reason why you used them if the
PD wasn't present).

Well, time to correct myself. As it turns out, at least some North
'medics (I'm still not sure about Hennepin) carry handcuffs so they
can swap them out with the arresting officer if the pt. has to be seen
for medical care. The 'medics do not apply the handcuffs, that is
done by Law Enforcement, but in Mpls. the orig. arresting officer is
not always the officer that follows the pt. in the ED. In fact,
sometimes those officers (ED) were not even at the scene of the
arrest, therefore, the 'medics will give there pair of cuffs to the
arresting officer, and then get the pair from the officer in the ED.
