Penrose's CCC theory perplexes everyone. However, people who find that
appealing should have a look at SEC (Scale Expanding Cosmos) as
formulated by Dr. C. Johan Masreliez ("The Progression of Time").

It builds on the idea that the scale of time changes continually. Thus,
redshift occurs even if the universe remains static. Also, scale in the
past appears to be compacted in relation to our current spatial scale.
Extrapolating this backward in time leads to the Big Bang scenario,
which will *always* seem to have occurred 13.8 billion years ago.
