I inherited a 16 Gal Genie Shop Vac with a 1.5 hp motor and ~2" diameter
hose. The vac has very little suction (probably couldn't pick up a samll
finish nail. Is this low suction normal for this configuration or is there
somthing I can try to improve it.

Take the thing apart and look for the air passages clogged with dust.
It'll work amazingly well when clean.
