A Seattle sex offender with a lengthy history of violent crimes
is now accused of baring more than his soul at a Seattle
counseling center.
Now charged with two counts of indecent exposure, Heirius Howell
is alleged to have exposed himself to women on two occasions at
the Capitol Hill center. Howell, 26, was wearing a tracking
device at the time due to a prior conviction in a sexually
motivated robbery.
Both incidents are alleged to have occurred at the center at
1401 E. Jefferson Street.
During the Jan. 27 incident, Howell is alleged to have walked
into the clinic and shouted “hey” to get a worker’s attention.
The woman told police Howell was “swinging” his penis, and
grinning at her.
Police responded but the flasher had left the area. They
returned March 9, though, when another worker at the counseling
center reported a second incident.
According to charging papers, the woman described a man knocking
on her office window to get her attention. She too told police
that man was “swinging” his penis at her.
Speaking with witnesses and reviewing surveillance footage,
police identified Howell as a suspect in both flashings.
Investigators also learned Howell was wearing a GPS tracking
device as part of his supervision. Howell had been regarded as a
high-risk to offend again by sex offender managers.
Writing the court, Detective Mark Jamieson said tracking records
show Howell was in the building during both incidents. Jamieson
said witnesses also recalled a similar incident in October. That
incident was not reported to police.
Howell, a Central District resident, has been charged with two
counts of indecent exposure. He remains jailed.
