The short answer is, yes. But it's more involved than that.

In my experience, no. That same cost, spent on direct mailings to a
targeted market, reaps greater results.
If you want to reach a broader market, consider writing for the local fish
wrapper (or bird cage liner).
A little more costly would be to prepare and present your own free workshops
and/or seminars on various topics that would be of interest to your target
market.
And a host of other things that can be done within the budget of the cost of
directory advertising.
That being said, you have to have a presence there, and it may need to be
bigger than a name/number line.

I was told that I'd get 11 enquiries a month. One new client a month
would have been cost effective for me.
In the first year I only had two or three calls and they didnt seem to
know what they wanted and so I was going to cancel. Now I seem to be
getting a lot of enquiries - about five per week - these seem to be
from a mixture of sources though but a reasonable amount from
telephone book advertising. I would recommend that you give it ago for
say three years. Include Yell and ThomWeb as well as the paper
versions though.
After three years from a variety of advertising methods you should
know which is working and what is more cost effective. Remember that
when you get customers they pass on the word as well to other
potential customers.
