I haven't seen a post to this list in a while that is somewhat
personalize (i.e. not a press release), but here's a question that I
need a quick and simple response to.

Is there anywhere in the United States Constitution, By-Laws,
etc...(whatever) that states that prisons are made for REFORM and
punishment, not just a place to rot, or something that backs that
statement up. Just a quick note send directly to me would be greatly
appreciated.
