BUDGET WILL NOT HELP UNEMPLOYED AND POOR, SAYS ARCHBISHOP NDUNGANE

Finance Minister Trevor Manuel's emphasis on reprioritising
expenditure should be welcomed, but it did not translate into making a
discernible difference to unemployed or poor people, Anglican
Archbishop Njonkulu Ndungane said on Wednesday. Such people still
bore the brunt of South Africa's huge national debt burden, which
amounted to R48,2 billion of the Budget, he said in reaction to
Manuel's Budget speech. Ndungane said he was deeply distressed that
the interest repayment continued to siphon off invaluable resources
from the country, thus impeding reconstruction and development.

He called on the government to establish a task force to examine ways
and means to lessen the debt burden. He was discouraged that only R1
billion had been earmarked for poverty relief. "While this is
naturally a lot better than we had from previous governments, it is -
in reality - a drop in the ocean." He said if the government was
serious about combating poverty, then it should apply its mind to the
establishment of a special workers brigade that could assist in the
creation and strengthening of South Africa's infrastructure, while
making a living for themselves. Ndungane had special praise for the
accomplishments of water affairs and forestry, which had created about
100,000 extra jobs and brought potable water and sanitation to
previously disadvantaged areas. "It is this type of innovation that
the government as a whole should be employing in order to create more
jobs, and to stabilise and grow our economy, and result in a better
quality of life for all," he said. (SAPA)

NUCLEAR COVER UP - EXPLORING CONSCIOSNESS FILM FESTIVAL

PEACE GARDENS DELIVERS IN A LAND OF UNKEPT PROMISES

At a time when agricultural land in South African is hard to come by,
Peace Gardens consistently locates patches of land and educates people
about the benefits of growing food crops.

Mike Zingel, chairman of Peace Gardens, says many organisations on the
supply side of the food crop growing development are struggling
financially, particularly the non-government organisations (NGOs).
"Delivery is so important at this time when so many promises are made
and so little appears," Zingel says. "There is also the fear among
donors of misappropriation of funds, at worst, and ineffective
application at best. Many of the services that are expected from
government are not available, difficult to access or just not up to
standard."

Zingel was speaking at a function held at the Johannesburg Country
Club on 17 February to honour Peace Gardens' benefactors. The event
included a tour of award-winning gardens in Soweto.

Peace Gardens has played a role in the upliftment of South Africans
since its inception in the early 1990s. By encouraging the production
of food crops, the needs of millions of people have been met and
economic employment has been offered to thousands of formerly
unemployed or under-employed people.

Despite dwindling funding, Zingel pointed out that there are aspects
of government service which are excellent. These include the national
Department of Agriculture, the Resource Centre of the Directorate of
Communication and the Agricultural Research Council in Roodeplaat.

Although most of Peace Gardens' non-government benefactors prefer to
remain anonymous, they represent the seed trade, the banking sector,
the green industries, the fertiliser industry, the communications
industry, the media and society in general.

Among the gardens visited on Wednesday by the benefactors were the
Food Gardens Foundation (FGF) Centre at the Anglican Church Ipelegeng
Centre at White City; a vegetable garden belonging to Joe Mpuru,
winner of Peace Gardens' 1998 Individual Award; and that of Lucas
Sithole, winner of the 1998 Peace Gardens Education Award. Sithole won
the award for his provision of high quality vegetables to an urban
creche at Leratong run by the African Self Help Association (ASHA).

The goal of Ashoka's Citizen Base Initiative (CBI) is to assist in the
creation of a sustainable base of citizen support for the work of
civil society organisations. To achieve this, the CBI challenges and
encourages civil society organisations to develop and test their own
strategies to mobilise citizen support for their activities.

The successful candidate for this post will be required to provide
logistical and administrative support for the activities of Ashoka's
Ekhaya Programme / Citizen Base Initiative. The successful candidate
must have prior experience in the logistical organisation of events
and office administration. He or she will also be expected to have

INTERNATIONAL INSTITUTE FOR AEROSPACE SURVEY AND EARTH SCIENCES (ITC)

Lecturer.

ITC develops and transfers knowledge on geoinformation management for
sustainable development. ITC is concerned with scientific education,
research and advisory services in earth observation and spatial
information collection, analysis and management. Tools and methods for
the exploitation and conservation of natural resources and human
settlement development, particularly in developing countries, are
provided.

The Social Sciences Division is one of 15 divisions of ITC and is
headed by a professor with a total of ten staff members. In view of
the current structure of the Division's staff and the needs to
contribute to new Educational Programmes, candidates are invited to

The successful candidate will lecture in decision-support methodology
in the Management of Spatial Conflicts (three year position)

Main tasks: Preparation of training materials and participation in
training activities, in spatial decision-support methods and spatial
conflict management in post-graduate education programmes. These
programmes concern the Planning and Management of Natural Resources,
Water Resources and Urban Development; and Participate in the
divisional research activities, in one or more of the following
fields: Conflict analysis methods, stakeholder analysis, needs
assessment; Valuation of resources and / or environmental impacts as
component of assessing stakeholder interests; Conflict resolution
methodology and instruments; Trade-off analysis and multi-criteria
decision-making methodologies; Scenario development, including
modelling and simulation; Policy and policy instrument appraisal;

Requirements: Minimum of a Master's degree, which should be in
Economic Geography, or Economics with specialisation in resource
economics, or equivalent; Developed skills and expertise for the
understanding of, and application in, decision-support methods within
conflict analysis, with special reference to natural resources
management, or urban planning and management; Capability and/or
demonstrable interest in GIS applications is desirable; Knowledge of
multiple-criteria decision-making and spatial analysis,
location-allocation and network models is desirable; and Several years
working experience in natural resource, or urban, conflict analysis
and management in development issues / developing countries is a
requirement.

Candidates should be proficient in English. In view of the ratio
between men and women on the staff of ITC, in the case of equal
qualifications, preference will be given to female candidates.

Panos Southern Africa is an information and communications
not-for-profit organisation, based in Lusaka, which works throughout
Southern Africa with media, policy-makers and international agencies.
Its work is supported through aid donors and international foundation
grants.

Applications are invited from nationals or long-term residents of SADC
countries with an extensive background in media, information and
communications, understanding of development issues and a strong
knowledge of development trends in the region.

This module addresses a critical issue in South African education
today: How to develop schools into learning institutions that are both
efficient and democratically run. Drawing from management and
organisational theory, the module explores concepts such as "whole
school" development, schools as "learning organisations", and
co-operative governance. The focus is on understanding the
organisational dynamics of schools, and how teachers operate within
schools to change them. It explores the structure and culture of the
