The Top Sites feature is great.
But everyone has their favorite top sites.
Each user should be able to edit the Top Sites on their own, from
within the settings function.

I don't agree with you. That thing is already integrated, but it's
called Bookmarks.

you'r not right, it's not integrated:
normaly you collect a lot of bookmarks,
so for me it would be a great option to organize them in groups just
like the top sites.
for exsample look at the desktop version of firefox or other browser.
