Displacement Velocity Uncertainty (+\-) and Filtering

Hello everyone, I have a question regarding the interpretation of my displacement velocity data. When I check the velocity for a specific point, it always includes a plus/minus +/- range that represents the potential error or approximation of the average value. I would like to know two things: first, what factor determine whether this +/- error range is larger or smaller? And second, is it possible to create a mask so I only view values that have a maximum error, for instance, a range of only +/-5 mm/year ? This would help me filter out low-quality results. Thanks!
