draft final of MINT2.0 API list uploaded

The ‘draft final’ version of the MINT2.0 API list has been uploaded to the gotmint.org site. Previous versions have been ‘deprecated’ (they’re not shown by default but they can be found by searching deprecated downloads.)
Further feedback will be accepted but no major changes are expected (at least until we start updating the reference implementation codebase; we may well learn a few things that cause us to rethink the api.. hence the ‘draft’ in the ‘draft final’ designation).
