As a delegate to the Third District Convention, you must be concerned for the trend in the direction of our state and our country after the last two elections.  We are heading towards an acceptance that government is the only entity capable of solving problems.  Not only do I reject that assumption completely, but I am willing to work to stop this trend.

I am running for Co-Chair of the Third Congressional District because I believe Republican principles represent a message of optimism and empowerment.  I believe, as a party, we need to do a better job to articulate and communicate who we are, what we believe, and how we will govern.

We believe in the unalienable rights of the individual.  This means we believe in the freedom of each person to decide what is best for themselves, their families and their property.  This is the message of optimism - we believe in each person to make their own choices.

All rights are paired with responsibilities.  As we re-teach our fellow citizens of their rights and responsibilities, we remind them that they own and control the fruits of their labor.  This is the message of empowerment.  We can unleash an economic engine when people believe that work is rewarded and property is protected.

The Republican Party Principles of individual rights, private property and the rule of Law are embedded in the Declaration of Independence and our Constitution, but people take them for granted.  How can we better articulate and communicate these beliefs, as people will not demand what they don't realize they are missing?

1. Define and promote our message - when we are against the other party's message, we have none of our own.  We allow ourselves to be defined by others.  We need to stay on our message of the right to life, liberty and property, and we expose the Democrats and their policies for what they are: violations of the rights guaranteed by the US Constitution.
2. Do what we say we believe - people have lost faith in the political process because politicians say one thing during the campaign and don't follow through once elected.  The party needs to hold all of its elected officials - public and party - accountable to our principles, which are developed by the grassroots through the platform process.  If an office holder doesn't stand on the platform, we need to find someone who will.

With a firm commitment to our principles, the next step is to win elections and govern with integrity.  We need the right tools, in technique and technology, to update and use accurate voter data for the best allocation of resources.  We need to engage activists and related organizations who share our principles.  And we need to recruit, train and support platform candidates at all levels so they have successful campaigns.   When we share a principled message that inspires and empowers people who believe it and can trust it, and equip our candidates with the best resources, I see all house districts and senate seats in CD3 as winnable.

When I apply myself to an endeavor, I work for its success.  I have a long history of volunteerism and results, including:

    * Republican Liberty Caucus, MN - RLCMN was recognized nationally with the 2009 RLC "Activist Award" for outstanding contributions to the RLC over the past year; local successes include strengthening and promoting our brand; establishing tools for improved communication; engaging supporters in the legislative and elective cycles; and tripling membership in less than one year.
    * FAIR School PTO - doubled volunteer involvement with a time pledge program.
    * KidStore (charitable resale shop) - doubled sales through improved quality, service and marketing.
    * Foster Care Coalition - wrote and secured over $50,000 in grants at a critical time to prevent it from shutting down.
    * Incorporated and successfully applied for 501(c)(3) tax exemption for two non-profits.

I am committed to the rights of the individual for self-determination and the ownership of private property, as well as the rule of Law, and believe that a just government protects these rights.  We have allowed government to expand beyond its constitutional role and authority for too long.  I say "enough!"  As the Tea Party Declaration said, "I want my life back! I want my liberty back! I want my country back!"  That is why I am running for Co-Chair of the Third Congressional District, and I humbly ask for your support.

Sincerely,

Norann Dillon
