Political Contribution Refund Program (PCR)
Yesterday, Governor Pawlenty announced his proposal for unallotments.
Included was the $10.4 million for the political refund program. Although
the unallotments will not be finalized until the start of the new biemmium
on July 1, 2009, we are preparing for the PCR program to be suspended per
Governor Palwenty?s recommendations announced this week. This unallotment
would only impact funding for contributions made between July 1, 2009 and
June 30, 2011.
Contributions received before July 1, 2009 are still eligible for the
Political Contribution Refund Program. The Department of Revenue has
informed us contributors will still have until April 15, 2010 to apply for
their refund. The Department of Revenue will be putting out a position
statement shortly with more information.
Contributions must be received by the treasurer or committee member
authorized to receive contributions on or before June 30, 2009. Be sure to
check your post office boxes on June 30.

Time of receipt of contributions:
A. A monetary contribution is received by a political committee or
political fund, for reporting and contribution limit purposes, when the
instrument conveying the contribution, such as cash, check, or money order,
is physically received by the treasurer, the candidate, or a committee or
fund worker.
B. A contribution delivered through the mail is received on the date
the mail was gathered from the delivery point by the treasurer, the
candidate, or a committee or fund worker.
I encourage everyone to let their donors know and urge everyone to
contribute before July 1, 2009 to receive a refund.
