Windows Executable for Minimac

to minimac - a simple minimalist general purpose text macro processor

Can anyone let me have a Windows executable for Minimac? I'd like to
try it for an application I have, but am slightly daunted by the need
to get a C compiler set up and running so it will build Minimac
successfully before I can try it out...

Alternatively, can anyone suggest the simplest, most foolproof way of
getting a C compiler and whatever other tools I need set up on my PC
(Vista) and building Minimac from source?
