Windows containers for testing

Hi,

I've been playing around with Windows containers / docker on our
Windows machine, running Windows server 2016 technical preview 4.

It looks like it will be possible to install what we need into a
minimal container - see
http://matthew-brett.github.io/pydagogue/windows_containers.html#example-of-installing-into-a-container

We can then install mingwpy via pip to get a functional container that
can build on different versions of Python.

That's great news! I don't have enough disk space on my laptop anymore
to play with it yet but that should help us quite a bit with the long
term maintenance of projects like mingwpy :)
