MidiFileIn bug fix

Hi

I've been using mingus a lot lately and I noticed a bug in which
MidiFileIn.MIDI_to_composition doesn't read the durations of the notes
properly - it creates a composition where each note has the duration
that was meant for the previous note. I've made a bug fix on my local
copy and I'd like to submit it. Could you let me know if and how I
could do this?
