Overthe years, as coffee shops and kiosks have proliferated around us--both on campus and nearby--the number of customers in the coffee shop has dwindled, making our coffee shop staff (who are community members with disabilities like Bill was) pretty lonely at times.

In his book The Unlikely Celebrity, Thomas Walz tells the story of Bill Sackter, a man who spent 44 years in a Minnesota mental institution and emerged to blossom into a most unlikely celebrity. Some years after his discharge from Fairibault State Hospital as a result of the movement to deinstitutionalize people with disabilities and mental illness in the 1960's, Bill enjoyed a serendipitous encounter with a young college student and part-time musician, Barry Morrow.


When Morrow accepted a job at the School of Social Work at the University of Iowa, Bill followed him to Iowa City and was put in charge of a small coffee service. A cheerful man of great good will who was a harmonica enthusiast, Bill began to inspire affectionate legends, and his life as a celebrity began in earnest. Wild Bill's was made famous when its first proprietor, Bill Sackter, was featured in a television movie and a sequel about his life. The first movie, which won Emmy awards for co-writer Barry Morrow and actor Mickey Rooney (as Bill Sackter), was called Bill (1981); the sequel was entitled Bill on His Own (1983). Years later, Morrow would win an Oscar for his script of Rain Man.

Spokes Etc. has been in business for nearly 30 years and is now comprised of five stores in the Northern Virginia area. The gift shop at Buffalo Bill's Museum and Grave atop Lookout Mountain however will be no more in 2025 as Denver Mountain Parks owns the building and park and is working to figure out a future for the property.


"I got a letter addressed to my grandmother saying 'please be out of that building at the end of December. You've done a nice job, but we have other plans,"' said Bill Carle, the current owner of the family-run business that has held the lease on the shop and restaurant since 1956.


"People have been coming up there for generations and decades and love coming up there, it's a very special place," explained Dennison. "The goal isn't to take that away, it's to make sure that that experience still exists. That we don't overuse it to the point that it has to be shut down forever and entirely and we can't maintain the buildings anymore."


"All of the National Parks, were families like mine," said Carle. "Being a concessionaire is a tough business because it's either the government's going to come do something when they get new people and decide to do things differently. Or you have the three major parks concessionaires that want your business too."


A year and a half ago, their contract to operate the gift shop and restaurant at Echo Lake Lodge ended. Denver Mountain Parks is working on a plan for revitalization there. The lodge was closed for the summer season in 2023 and will be closed again for 2024.


"You got such awesome views here and homemade fudge and just a cool gift shop. We're selling memories. Reminders, mementos. Souvenirs," said Carle. "It's a history of your trips that you took and the time of your life. You know get this when you were a little kid. 'Oh I remember this, I bought one of these.'"


"The amount of money that comes out of those concessions relative to the amount that the city needs to put back into them to keep them in good condition doesn't necessarily mean that the city is making money off of it, or generating a huge amount of revenue," said Dennison.


Visitors can expect the gift shop and restaurant to be closed for a time after December 31. How long it might be closed is unclear. The city says it will bring in a historic preservation architect to look at the property.


"And then we'll consider what is the highest and best use and that will likely be a combination of food service, some retail but a much larger emphasis on education and exhibits as well," Dennison said.

In a move to boost domestic consumption and support local manufacturers, Representatives Ro Khanna of California and Debbie Dingell of Michigan, both Democrats, introduced a bill aimed at encouraging Americans to shop from small businesses in the U.S.


The Made in the USA Tax Credit Act, as it's known, seeks to revitalize American manufacturing by providing up to $2,500 in tax credits to individuals and $5,000 for couples purchasing goods that meet the Federal Trade Commission's (FTC) Made in the USA standards, which require that a product must be "all or virtually all" made in the U.S., according to the FTC's website.


Exclusively targeting products from small businesses defined by the Small Business Administration as having fewer than 500 employees, the bill excludes luxury items, tobacco, firearms and vehicles, aiming to make American goods more affordable while fostering job creation and worker dignity.


"Investing in American manufacturing drives innovation, prosperity, and progress," Dingell said in a press release last week. "I'm proud to introduce the Made in the USA bill with Rep. Khanna to encourage consumers to support the family-owned small businesses here in our communities, and to look to American products first."


Since 1998, the decline in American manufacturing, coupled with an increase in imports, has resulted in the closure of more than 70,000 factories, Dingell said in the release. The trend has led to the loss of jobs and has "hollowed out" entire communities and regions that once thrived on the back of manufacturing, hurting the economy and dimming the luster of the American dream for many, Dingell said.


In a targeted approach to support the broader base of consumers, the bill sets eligibility standards for individuals and couples. Individuals (excluding dependents) are eligible if they earn less than $125,000 per year and have investment income below $20,000. Couples filing jointly are eligible if they earn less than $250,000 per year and have investment income less than $40,000. To ensure the credit keeps pace with economic changes, its maximum amount will adjust with inflation each year.


"I am proud to be introducing the Made in the USA bill with Representative Dingell," Khanna said in the release. "This bill will make items more affordable for consumers and help support American businesses and workers. It's an important piece of what needs to be a sweeping set of policy actions designed to restore American manufacturing and technology leadership and a call to respect workers who will help our country achieve that goal."
