Subject: Next generation weapons affecting innocent citizens.
Respected president Dr. Kalam,
First of all, let me tell you that I am very big fan of yours for your
great service to the nation. I am in awe of the kind of highly
inspiring and great respect deserving life that you have lived and set
a great role model for Indian youth and children.
About me, I am a PhD student in Electrical Engineering department at
University of Southern California, Los Angeles, USA.
This e-mail is to inform you that there is great covert injustice going
around in India, and world in general, using next generation so called
"non-lethal" electromagnetic weapons. Most dangerous thing about use of
these weapons is that there is no accountability and laws against the
use of these weapons. Existence of several kinds of non-lethal weapons
is not usually acknowledged in public domain because of their highly
classified nature. Many people tend not to believe innocent victims of
insane applications of these weapons on them and about even the
existence of such technologies because of weapons' highly advanced
nature.

To sum-up everything, these next-generation weapons come under the
category of "mind control" warfare. Below is the link to a website,
which is maintained by a person who is listed as one of six Non-Lethal
Weapons Experts in the world in UNIDIR, United Nations Institute for
Disarmament Research 2002 Media Guide to Disarmament in Geneva.
To build more credibility about the existence of such technologies,
India's Dr. M. S. Rao, Chief Forensic Scientist, Ministry of Home
Affairs, recently delivered a keynote address at 2006 Forensic Science
Forum, 93rd Indian Science Congress on preventive forensics discussing
electromagnetic mind control tools. Following is the link for more

non-lethal electromagnetic weapons by criminals and existence of mind

Attached is his full keynote address, which was kindly provided by Dr.
M. S. Rao himself. I have highlighted and put comments on the relevant
and significant part in this context.
Besides me, there are "many" other innocent victims in India of
above-mentioned insane applications of next generation weapons.
My request to you is, please thoroughly investigate this matter and
build a framework for the following: -
1. Mass scale immediate public awareness of existence of such
techniques, and guidelines for prevention and protection from them.
2. Legal structure and strict laws for punishing the abusers.
3. Proper institutions with enough sophisticated understanding of the
issue to track down the abusers because there can be no physical
evidence against the abusers, as admitted by Dr. M. S. Rao himself in
attached keynote address on page 7.
I expect that you consider this issue with one of your top priority
tasks and give this your full consideration in a very urgent manner!
