Few doubts in Tamil pronunciation

What is the rule that governs the pronunciation of த in திமிர் and பாதி?

Tamil - IAST

திமிர் - timir

பாதி - pādi

endha vidhiyaal தி endra ezutthu, iru veeru oligalil olikkindradhu?

Similarly for other vallina oligal as well.
