Seeking Materials/Security Experts for small project

Hi friends and neighbors, 

I recently acquired personal electric vehicle.  My goal is to enjoy it without losing it to theft in the city.  I'm designing a multi-layer security system to deter and stall it from rolling off with someone else.

The vehicle in question is a NAMI Burn-e 2 Max 40Ah 72V electric scooter.  As seen in the second attachment, you can see how it might attract attention.  And in the first attachment you can see a lovely welded tubular frame with a sizeable space that allows for secure lockup.

At 110lbs, nfc power lock, and console pin locked, I see the most likely theft modalities are to pick it up and put it in a vehicle, or roll it away. 

My layered plan will comprise of a hardened motorcycle chain of correct length, a high security tool resistant padlock, and a grinder resistant D- or U-Bolt. Ideally this will require two sets of tools to defeat, with multiple bits per tool.  Additionally, a disc brake lock to obstruct rolling with some audible alarm.

Finally, i envision securing a gps tracker/tamper sensor to the chain, so the moment someone starts messing with the lock system, i receive an alert.

Questions:
- What materials do my u-bolt and chain need to be made out of to cause the most tool usage?  Do you have suggestions for these products working in pair?
-do you have any suggestions for a tracker like the one described?
-What high collared pick resistant locks with a tool resistant body should i be considering?
- would you consider adding a 5g battery dropcam so you could monitor the scooter live from your phone?  perhaps to make unwanted attention more evident to the owner?

considerations:  
- This scooter will be quickly identified for what it is and what its worth
-i expect to have to leave it locked outside until after bar time
- nfc and console keys can be reset by replacing the console, and will not deter theft
-weight and portability is not a concern, the scooter is heavy and bul
