New GIS Data Publishing tool for our GIS professionals

New github repo from FCC. Used for adding into ArcGIS to allow exporting
shapefiles into open formats like GeoJSON. Not as useful for us citizens
(we've had luck with cartodb.com) but good for passing along to our city
GIS friends to help them get us what we need :)
