Dear MC Neighbors,
Thank you all for your involvement on the PS Special Use Permit Request. Thank you to the HOA, Barbara Mann, and Dan Heuchert for notifying neighbors of the PS SUP. And extra gratitude to those of you that wrote letters, called, and came to the PC meeting to provide comment. As Commissioner Spain said during the PC meeting, your participation absolutely made a difference in the reasoned response by the PC.
Most of you already know the outcome, but here is a brief description:
- PC recommended unanimous approval to the BOS with a couple of changes to the conditions as outlined by staff.
- NO new ingress or egress from PS onto Southern Parkway. PS said that they did not need a new entrance since there was no internal circulation problem.
- A new condition was added that would require PS to build a sidewalk or multimodal path on their parcel along Southern Parkway, if and when, an adjacent sidewalk/path was built on an adjacent parcel.
I asked PS if they had considered other measures to offset traffic impacts created by the school. For example, Field School has 2 offsite bus stops where parents drop off and pick up students and the scool drives the students to and from the school. This dramatically decreases the # of vehicle trips to and from the school.
Tandem School shares the cost with Monticello HS of a traffic cop on Mill Creek Drive. PS Head of School said they calculated the cost of a traffic cop to be $20,000 and they did not have that in their budget. I’m not sure whether that cost was for AM only or if it included PM. I also don’t know if the cop would be located at the Stoney Ridge intersection only or if it also included traffic guidance at Southern and Avon Street to facilitate left hand turns onto Avon.
The PS SUP will go before the BOS next- although a date has not yet been set. I will let you know when the date is set and I encourage you all to stay involved.
I am copying Supervisor Rick Randolph on this communication as well.
Best,
Pam Riley
Scottsville Commissioner
