I think that it is on an opt-out transition basis where they have to proactively decline the transition in order to avoid transitioning, but I am not sure about that.

Emily, et al, 

As the Opt Out discussion required several public sessions, what effect does this have on the sweep as it may capture residents in town who were potentially not even living in Milford when those meetings occurred and when the program went into effect?

Only new customers (ie customers that moved to town after the launch) that do not have solar panels are eligible for automatic enrollment. Customers that previously opted out of the program are not eligible (tracked by address and account number.) If someone moved within town and got a new account number they are probably eligible again, and would have to opt out.

Let me know if you have further questions or if I can proceed with a sweep of new Milford customers.

Hi Emily,

Understood regarding all that, we covered it during the meeting. The question concerned opt-in versus opt-out. When we launched, I thought there was a requirement to notify residents about the default opt-in. 

We held a few public meetings regarding that topic, so I wasn't sure if a public meeting or another form of notification would also be required for new residents who could benefit from the sweep.( in a good way )

That part of the conversation wasn't really resolved during the meeting, which I think is why Paul raised it here..

I did see that reply,

So if I'm understanding this correctly, the letter packet sent 30 days in advance will serve as their notice of changes and opportunity to Opt Out. ( and Notice of Good News )

I thought we had to do 2 or 3 public sessions as part of the requirements to launch. So when you said "works exactly as before" I just wanted to verify the process. The public sessions may have been a requirement for the initial spin-up. I couldn't find information on the steps to conduct the sweep in historical program literature, but I might not have all those documents.

During the initial program Plan development two hearings were required, and one public meeting was required for the launch. Milford may have held more meetings than the minimum. 

The customer opt out letters provide the required customer notification for new customers, but another public meeting is prudent, since this is Milford's first new customer sweep. I will send some possible dates over once I confirm the mailing date with the supplier.

This was more of a required procedural question, I agree it may make sense to do a public meeting on this. 

@Mike Thornton or @Paul Dargie - would a regular scheduled MEAC meeting be sufficient since all our meetings are public? 
I'd expect that we can add info to the posted meeting notice about the Sweep and opt-in default.

Do attend all Select Board meetings and, during the 13 July 2026 meeting, heard Ms. Lori Radke, Milford Town Administrator (TA), announce the impending sweep of new customers in Milford.  This discussion included the subject of the OPT OUT nature of our Community Power Program (CPP) in Milford.  

Unless folks have elected to execute a contract with another power supply company or have solar panels and have elected a different power provider they will be enrolled.

Even if they have ignored the other notices, they may still OPT OUT as of the end of any monthly billing period.  The customer may then select a different energy provider at their discretion.

That means that the Milford Energy Advisory Committee [MEAC] had delivered an equal cost energy plan without the price volatility which customers would face each six months when EVERSOURCE would go out to purchase power for the next period.

This Select Board (SB) voted no opposition for this plan to continue through the next period.  This discussion also considered the possibility of Milford’s Municipal Load combining with the CPP (Community Power Program) to achieve a lower overall price due to its more evenly balanced electrical power load and larger annual aggregate demand.  The ToM uses power mainly during the daytime hours while residents use power primarily in the morning and evening.  This balanced load is more desirable for suppliers and can help them reduce overall costs.

The SB voted on the motion by Mr. Paul Dargie (Selectman, State Representative and member of MEAC) to approve of this plan and to authorize our TA - Ms. Lori Radke to sign the Letter of Agreement (LoA)
authorizing ECM Power to represent the Town of Milford (ToM) as its own Aggregation Agent for Municipal Power in addition to remaining its agent for the original CommunIty Power Program.  

This is the culmination of the original Intent of the MEAC: to provide Milford’s taxpayer’s the lowest cost for electrical power supplies both at home and for our municipality to keep taxes lower.  This should result in the lowest combined costs of any program for electrical power supply.

EVERSOURCE remains the area’s provider for Transmission (T) and for Delivery (D).  The Power Supply [PS] and the (T&D) are billed separately on your EVERSOURCE bill.

As an EXAMPLE: of a higher than average month during the summer.
Electrical Power Supply: $95.- for 879 kWhs. The Power Supply you used 
Transmission & Delivery $105.79  Your T& D cost [Public Utilities Comm]
Total Charges                   $200.79  Total Electricity Bill this month 

If you have any problems with T or D you should call EVERSOURCE at the number, look on your EVERSOURCE bill.  EVERSOURCE bills BOTH portions of your electricity bill.   Just pay your TOTAL EVERSOURCE bill.
