Sale of Humvee Outside the U.S.

Can anyone advise if it is legal to sell a privately owned M998 Humvee to an individual overseas? Are there prohibitions, restrictions or end use certificates involved?  Any guidance would be appreciated.

I believe it is on the State Department SME list. You will have to call
them to confirm.

Lots have been sold into Canada - that much I know - though when they clear
U.S. Customs Outbound the Outbound Team usually gives you some version of
"we better not see a single radio mount, gps antenna, weapons mount or
anything else other than the basic cargo vehicle...." before they'll stamp
your form and send you out the door. I'd be very careful with trying to
export something like the Turtleback armored HMMWV as evidently the integral
gun-ring is considered "part of a weapons system" rather than a piece of
vehicle.

Still wouldn't hurt to talk to the State Dept. though. Better safe than
having it sit in a chain-link compound somewhere while you fight with six or
seven levels of Gov't trying to get it released.

Hi Kevin,

A while back I tried to buy a circular hatch for the Humvee (end use on a
Unimog in the UK) and found that even that was not allowed for non military
export to the UK. So I guess that exporting a whole vehicle outside of the USA
is very unlikely.

The tanks and jeeps went to France and returned 2 months later, with full
approval.

Customs were no problem other than holding them in a US port for an
additional 3 weeks for a US AG-Homeland Defense inspection that never
happened...cost? 3000.00.........................in addition to our
shipping costs....for container rental and storage.

Any truck made specifically for the military has to have export approval and
all the garbage from the BIS. Takes 8-10 weeks to get approval.... and
that's after you have an exporter's license.

One can do a conditional export as a citizen with no license.......it can
be done. I did it.....last year.

You do not require an export licence to
ship to Canada. You only require an Export Licence if you are shipping
outside of North America to restricted parties, embargoed countries, and end
users. There are agreements between the USA and Canada that entitles free
movement of such materials without the requirements for a license.


Some examples of embargoed countries include Cuba, Iran, Iraq, Libya, North
Korea, Sudan, and Syria. Some examples of products that are eligible for
export to any end user (including government end users) in the EU member
countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece,
Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, Sweden, and
the United Kingdom) and close trading partners (Australia, Canada, Czech
Republic, Hungary, Japan, New Zealand, Norway, Poland and Switzerland).
Exports to government end users outside the EU and close trading partner
countries will require an export license issued by the US Department of
Commerce.

In 738, you will notice that the only item that is controlled is Nuclear,
Biological Weapons and Firearms.


In 740, you will see that Canada is not on a prohibited list.


When shipping materials, even in the US, you should always check this list
first.
