FYI:

DFARS Case 2018-D064 proposed notifications to the DoD if source code is revealed to
a non-US-person. The good news, for this group, is that open source software is excluded
(it wouldn't make any sense). That said, I think its scope is confusing,
and it appears to be *remarkably* broad (it's not just software custom for the DoD):

Unfortunately, its comment period has passed. The good news is that the
OpenSSF did create a response. You might be interested in it here:
