I setup some instances on it for State HIU. Its essentially amazon
with what looks like a much less sophisticated or older version of the
console interface. The biggest issue we ran into was that AMIs we had
published in normal amazon werent available on FedCloud, but all of
the base ones that we usually use were there. Never did track that
down.

Can put you in touch with these folks if you want.

Should have pointed out, other than that, I saw no difference between
it and normal aws ... which is 'good' and I've used it pretty
extensively.

I have used it before and as Jeff said functionally it works the same.  When I was using it they didn't support the full admin UI so you had to use the API or the Firefox plugin for admin.  They may have fixed this already.  The person to talk to is Mark Fox mar...@amazon.com

I'd be remiss -- to both you and to my employer :) -- if I didn't
point out Eucalyptus as a possibility here. The point of Eucalyptus
is to allow you to build a private cloud that is compliant with the
AWS API.

Not the place for an extended sales pitch. Feel free to contact me
offline if you need more info.

Maybe checkout Morph Cloud too.  EC2-compatible cloud in a box.  I'm working with them/the product now…and it's a pretty sweet setup.

The accreditation of the environment is going to vary from department to department.  Purchasing-wise, GSA has a number of vehicles set up:

There's at least one thread here for control maps between 800-53 and AWS )(although 800-53 isn't specifically used) https://forums.aws.amazon.com/thread.jspa?threadID=65031

Q. Does AWS GovCloud offer better security than other AWS Regions?
AWS GovCloud offers the same high level of security as other AWS Regions and supports existing AWS security controls and certifications such as FISMA, SAS-70, ISO 27001, FIPS 140-2 compliant end points, and PCI DSS Level 1. AWS also provides an environment that enables agencies to comply with HIPAA regulations. The only difference is that AWS has added a layer of permissions to the AWS GovCloud Region that restricts access to those on an approved list of US Persons.
/rant Pet Peeve of mine.  I HATE how people say things are "FISMA" certified.  FISMA is the legislation.  NIST is the delegated authority for control.  Get it right, people. /endrant
What I find particularly interesting is the focus on ITAR.  Can't quite figure out that, since I was under the impression that ITAR only applied IF you provided a service from outside CONUS.
Anyhow, remember, only your CIO can authorize a product for use.  It's their neck.
