For anyone that missed the news announcement, New Hampshire passed an interesting Open Source bill (HB418):

Included is a rather interesting cost analysis. Direct cost savings estimated at around 300k per year with those costs nearly offset by "additional" personnel. Apparently nobody performs acquisition research, integration testing, or security audits now, so they had to hire staff.

Still, even with that sketchy noodle in there, they demonstrate savings and have a fairly plain-worded bill promoting open source and open standards.
