Bundeswehr Finances an Open Source Application
The German federal defence forces, (Bundeswehr) are financing an open source mobile application 'APP-6 Maker Mobile Symbol Edition' for the Android mobile platform allowing military map marking symbols, defined in the the NATO's Allied Procedural Publication standard (APP, version 6), to be combined with geographic information systems.
APP-6 Maker Mobile Symbol Edition aims at supporting a common operational picture in a unified and standardised display of information based on the concept of POIs (Points Of Interest, an acronym for events, activities, facilities and other geographic data) that are relevant in an organisational or military context. These POIs are managed and provided by an OASIS ebXML Registry and Repository, which produces specifications for interoperable repositories together with an interface for submission, query and retrieval of data. This implies a broader usage in electronic business processes.
One of the developers involved with the software for the Bundeswher's IT department suggests that other organisations interested in APP-6 Maker Mobile Symbol Edition could be found among NATO and its Partnership for Peace partners, as well as fire departments, organisations involved in disaster relief management and development organisations. "It is useful for all units with a common symbology and the need to share a 'common operational picture', that need to collaborate based on geographical information."
The application is made available as open source under the GNU General Public License 3.0. The licensing corresponds to the Bundeswehr IT-office's plan of action of implementing and supporting an open source policy. APP-6 Maker Mobile Symbol Edition is actively developed by the military community.
