FYI - Congress has some draft legislation that would direct federal agencies to release custom-developed source code to the public.

It's about time, IMO.  

We paid for it, and should be able to share its use, subject to security conditions of course.

A dozen years ago.... https://opensource.com/government/12/7/open-source-america-asks-us-government-free-code John Scott and I pitched this to anyone who would listen, presented as OSCON when that was a thing, and petitioned the White House ..when that was a thing. Congrats to all who had a hand this over the finish line.  Although it does not call out open source, it certainly is a compatible model....

As I read the text [1], it does not mandate that anything be
published to the public. All the language is about storing the
code at at least one "public repository or private repository".

The act does mandate that information (metadata) *about* such
custom-developed code be published publicly. That seems like a
good step, even if there is no requirement for any particular
custom-developed code to be made public.
