Hello Everyone,
 
Because of my work on the Measure C Oversight Committee over the past three years, I especially appreciated the report on Juvenile Justice from Georgetown University on Strengthening the Connection between Child Welfare and Juvenile Justice (http://cjjr.georgetown.edu/resources.html). Here is an excerpt:
 
Youth known to both the child welfare and juvenile justice systems--commonly referred to as crossover or dually-involved youth--tend to go undetected, following a stealth-like pathway between these two systems. As a group of children and youth who suffer from the effects of childhood trauma, they are often underserved as they move from one system to another, experiencing the negative consequences of infrequent cross system coordination related to case planning and the delivery of needed services.
 
Our work is to provide a foundation that will enable coordination of services for all children in our city, of which, too many have juvenile justice file before their 18th birthday. I hope that you have time to research the RBA Newsletter info.

HOW TO RUN A BOARD MEETING USING RBA/OBA
Here is an excerpt from a recent email on this subject:
1. Take a look at the meeting agenda described on page 126 of "Trying Hard Is Not Good Enough." In essence this takes people through the turn the curve thinking process at every meeting. For a board this could be one indicator per meeting. It could take the form of a staff report structured this way or a working session of board members or some combination. If you go this way you will want to put time limits on each step of the process along the lines of the Turn the Curve exercise.
2. You want to have your most important baselines blown up and on the wall for all the meetings. The idea of "turning the curve" is the common enemy staring everyone in the face. This requires careful selection...

HOW DO THE 7 QUESTIONS TRANSLATE INTO REPORT FORMATS?
This just came up again last week. The 7 Question (Leaking Roof, Turn the Curve) thinking process is designed to get you from talk to action. But not all of the 7 questions necessarily show up in the reporting format you use. Let's take Performance Accountability as our example. (You will easily see that the same approach applies to Population Accountability.) The performance report format would have the following sections:

1. Name of program or service
2. Baseline graphs (from 4. How are we doing on the most important of these measures?)
3. Story behind the baselines (also from 4. How are we doing on the most important of these measures?)

Vermont Nonprofit Conference 2012: Benchmarks for a Better Vermont

More than 265 nonprofit leaders from 145 organizations registered for the Vermont Nonprofit Conference 2012: Benchmarks for a Better Vermont. The full day of activities, simulcast from 11 VIT sites across the state, focused on improving organizational effectiveness with Results-Based Accountability™ (concepts derived from Mark Friedman’s seminal book, “Trying Hard is Not Good Enough”.)

Addressing the Needs of Multi-System Youth:
Strengthening the Connection between Child Welfare and Juvenile Justice

Congrats to Phil Lee for being part of this important paper and for introducing Results-Based Accountability as a useful tool for strengthening the connection between child welfare and juvenile justice.

Co-authored by Denise Herz, PhD; Phil Lee, JD; Lorrie Lutz, MPP; Macon Stewart, MSW; John Tuell, MA; and Janet Wiig, JD, MSW. The paper was released at a symposium held at Georgetown University on March 1, 2012.

The purpose of this paper is to provide a framework for jurisdictions to utilize in their efforts to better serve youth known to both the child welfare and juvenile justice systems-commonly referred to as crossover or dually-involved youth. These youth tend to go undetected, following a stealth-like pathway between these two systems. As a group of children and youth who suffer from the effects of childhood trauma, they are often underserved as they move from one system to another, experiencing the negative consequences of infrequent cross system coordination related to case planning and the delivery of needed services. Little was known about this population, especially the factors that impacted their system experience. Fortunately, researchers have been working to better understand the trajectory many crossover youth follow between systems and into adulthood. As a result, we now know much more about their characteristics as a population and the factors associated with their crossing over.

It is the hope of CJJR, RFK, and the authors that the content presented in this paper will help those who read it to develop a better understanding of how to prevent youth from crossing over between systems and ensure that all youth who are served by both the child welfare and juvenile justice systems experience them in a manner that provides for their safety, well being and permanence, while also ensuring public safety.
